Guilds, mustering and levy

This came up this turn because the PCE wanted to call up some irregulars using their guild holdings. This has created all sorts of controversy/outrage. How could someone muster hundreds of MY subjects, even without me the great king knowing?

Take this into account:
This is not the 21st century. This is the late middle ages/early Renaissance.

Guild holdings represent towns and cities, and the power of the guilds that hold these place in an iron grip. They (the people making up the units) are much more loyal to their guilds (i.e their guild domain) than they are to any faraway noble (i.e. province ruler)! Indeed, there may even be guilds out there that can call up levies like do manors...only these levies will be far better equipped than their rural cousins...

So please try to put away your modern notions of states and nationalism; they do not exist in RoE.
