What exactly IS a state faith, and what is it supposed to DO?

There is no easy answer to that, because the rights and obligatiosn vary from state faith to state faith, ad from realm to realm. It has to be regulated by DIPLOMACY - when the realm is strong, the state faith usually has to do more for less, and vice versa.

Here are some guidelines:

- The state faith will benefit/be penalized for prosperity in the same manner the province ruler is.
- The state faith is expected to perform all investiture ceremonies within the realm.
- The state faith is expected by the realm ruler to bless his provinces, agitate in his favor and help protect against hostile magic or events. The state faith would usually like to be conpensated for this, while the realm ruler thinks this should be done free of charge.
- The state faith can often count of the ruler's law for support when it comes to domain actions; either just hardiness to protect against attack, but sometimes even for advantage.

All right, let me ask the question that seems to interest a lot of temples/rulers ou there:

Are there any state faiths that start the game with pre-negotiated treaties or traditional customs (especially those that have been state faiths for a long time like LPA, HA, IHH, OIT)?

I can speak for the IHH in RoE1.

Roesone:
 
Province blessing at least 4 provinces (which after the death of HuA, should have been renegotiated--oh well). 
1 Agitate per year
Recieved Law Support (Hardiness/Advantage) from ARR
IHH Provided Hardiness/Advantage where applicable
Investiture

South Hold
Bless 1 Province/season
Law Support (Hardiness/Advantage) from Marar/Bellam
IHH provided Hardiness/Advantage where applicable
Investiture
Yes, wyrmling, the meat is made all the more tender by armor...

No, but for a very short amount of time (like a year).  They did not, but they also largely left the IHH alone. 

They rarely asked for realm magic outside of the Blessings.
They tended to stay out of religious matters altogether.
The IHH though did not stay out of political matters (busy-body).

With a few exceptions -- the IHH messed around in the Ghoerean War (temples take notes -- avoid wars between the nobility -- if fact you should quickly find something else to do, or get very sick and need to be bed-ridden) and that didn't have good consequences.

In hindsight, I probably owe Rune a number of apologies.

In the past, the ETN blessed 4-5 provinces and generally received 1 GB per province blessed.

The LPA has an utterly SWEET deal when it comes to blessings and whatnot, but they lose a lot of their autonomy as a result.
