Training Units

Is it possible to train one unit into a new unit type?  In this case, I'm interested in turning a Regular into a Legionnaire.  If it's possible, how difficult/expensive would it be?

Not possible ATM. You could always check with the DM on a case to case basis (creativity is allowed).
