OoC: If allowed, here is the new action for Turn 60.5.
Action: Rule Holding (Guild)
Location: Gulfport
Cost: 3 GB (0 GB)
DDC: 13 (base) - 1? (prosperity) - 1? (stability) + 2? (hardiness) = 13?
Description: As Lamier believes that the potential for guild development is not likely to last long in County Gulfport, she organises a focused and determined campaign to bring a number of independent craftsmen into the PETG network and to extend the operations of those PETG craftsmen, who are already operating in the province. For, if Gulfport is to become a stronghold of Points East,--which is assuredly the ultimate intention of the guildmaster,--control over (at least a majority of) the provincial guild operations is deemed to be imperative. . . . A number of guild agents are sent to the province to persuade the various heads of the independent operations that joining the PETG is in their immediate and long-term interests; others are tasked with ensuring that the local authorities view PETG expansion in a positive light (and it is therefore well within the scope of their endeavour lavishly to wine and dine these minor officials); and still others are called upon to purchase various warehouses and equipment, which the expanded operations in the province will require. . . .
Success
