Taxation

Who determines province taxation levels, the king or the province ruler? I notice, for instance, that Roesone has heavy taxation, but if I want to be good and kind to my people and lower the taxes, can I only do it in the two provinces I rule directly or can it be done in vassal lands also?

Province ruler.

...as the liege you can probably arrange for your vassals to change their taxes to suit your needs (diplomacy).
