Osoerdes province Tshaliese is lvl 5 right? But it has a total of 6 levels of temple holdings. HA 3, MOC 2 & LPA 1 (bless holding on LPA's so perhaps something with a conversion spell conflict of some sorts?)

turn 65 had HA 3, MOC 1 & LPA 1

turn 66 had HA 3, MOC 2 & LPA 0 (both MOC & LPA marked with yellow)

turn 67 have HA 3, MOC 2 & LPA 1 (with bless holding on LPA)

I think you answered your own question. Blessings temporarily increase the level of a holdings, just as with a province. (BTW, the province is Achiese. Tshaliese is just the main settlement there.)

But whats the point in blessing a lvl 0 holding?

Bless won't increase the holding level, but a bless the sacred holding will - with the added bonus of protecting the temple from any attempt to contest it.

The goblin temple in Peril Trees yet lives, did I miss some of the green suckers?  Annihililating that temple was the key reason for the over-kill approach to peacekeeping.

I pillaged it with well north of a thousand troops, troops from an ally were also in the region killing everything grey or green, a contest action seemed redundant.
