I'll wager that a big cataclysmic event takes place in a couple of turns, followed by a 3 year exodus only for the regents to make a final stand on some distant battlefield (for better or worse) against an overwhelming horde of enemies.

Hm.  Sounds like my sketch for a theoretical BR game I wrote a little while back.  Involves the PC's managing to unify most of Anuire, meeting the Gorgon in climactic battle... and getting beaten.  Repeatedly.  Ends with them having to recreate the parting of the Red Sea and fleeing to Aduria.

We'll hope this goes better than that.

The rules for character generation and war rules would be fuller, if this was the direction we were heading. Focus of ROE is domain level, if we have to flee our domains, thats sorta void.

Weeeeell.... when Bjørn revamped the magic-rules and wanted to try them out, I was bombarded with realm-spells in the Avan/Boer campaign (5 spells used in one battle as I recall, from npc's on both sides of the field). And currently our dear DM is working on the chapter for naval combat and warfare....
