Income from provinces

What does province income represent? Is it real income or only measurement of something? I ask because income from provinces seem not to be added to owner's total income in PH (the last one as well as earlier turns PH).

I did a little thinking a while back and considered giving the income to the province ruler, but the change never materialized. So it is as Mr. B quotes; province income is onyl relevant for law collection.
