Mercenaries vs. grants

The hiring of mercs is conceptually the same as a GRANT, and thus NOT subject to reduction from administration.

Musters ARE, however, subject to admin reduction.

I did assume that was the case - it seemed a bit crazy to get a reduction on what is a pure cash spend....
