Just to be absolutely clear:

No, you can't play an awnie, elf or dwarf domain...and you can't play a dwarf or elf regent of a human domain. Never. Ever.

There are also no underground or urban provinces...

And yet we are left pondering as regards goblins, gnolls and ogres (orogs already having been ruled elsewhere and halflings just plain silly).   ;D
