OOC: I've made this sub-board because of popular demand; it is intended as a place where you can engage other players (and NPCs) in non-secret dialogues (dispatch action) even if there isn't any S&C or other Court Session going on.

Conceptually any regent could have an envoy or ambassador in the IC.
