And how will this be in relations to the Embassy building?
I would think it would be an AAs to supplement the Embassy building, in short.
As I already said; dispatches. The forum was created to allow those who like that sort of thing to 'speak in public'. If you want to present dispatches as being presented by this or that AA that's perfectly OK.
The Embassy is a separate issue; it gives a Diplomacy action. You can, of coures, use the Embassy to support your fluff - i.e. invite dignitaries to receptions, that sort of thing.
