I used this action in the previous round and I didn't considered prosperity.
Bjorn and Jon didn't argue so I think it was correct nnot to consider prosperity

I guess that it should not be dependent on prosperity modifiers. After all this action does not affect the province, nor is dependent on whether the province is unstable, or stable. I am not 100% certain though, since I have not used it yet
