Changing Court Level

Is this a simple domain maintenance issue or is it a decree (and thus requiring a court action) or grant?

Domain maintenance issue. Obviously limited by the province size your realm is in.

 And if you save on your court, you start loosing aa's & such.

There will be a new action; decree: change court expenditure in the Regent Guide. Mostly for reference purposes.

Typical DC5 or 10 thing?  As long as you don't have huge negative modifiers, should be pretty easy to change?  I'd thing moving downward would have penalties if you fail the DC.  Like triggering an event (angry courtiers storm the palace) or (aged pensioners protest in the streets)

I see issues both ways - on increasing the big risk is you hire people who are incompetent/malignant...  Downsizing the risk is less, but you always risk keeping the guys who are good at saying how wonderful they are and losing the people who actually get things done...
