This is simply a proposal that a new type of Grant be introduced.

The only difference between this an the normal money grant, is that here the receiving party gets a Free FREE action to accept the terms of the loan, which are included in the Grant. (Repayment time, due dates etc. - Nothing else.)

The intended effect is to include a mini-very specific-diplomacy bit about repayment.

Is this intended to supplant diplomacy for loans?  In my experience, loans are usually a part of broader diplomatic arrangement.

Grants aren't loans.

If you've made a deal, using diplomacy, to get a loan, both parties can use the free action "offer tribute" to send both loan and repayment back and forth at no cost, but diplomacy is needed to set the terms of the loan.

Yes, Jon I am aware of that. This was not a rules question. :-) - If it was, it'd be in the Sage forum.

This is a proposal to change the rules to let loans through a little easier.

- As it is, a domain can do a Grant to another and then hope they get it back.

This amendment will give those situations a bit of paper to point at and some prepared terms for repayment, without both domains having to expend valuable regent actions for the diplomacy, and then, if done properly, not send the money until the treaty is ratified a season later.

Typically loan money are needed urgently, this will give the loangiver a bit more certainty that they get their money back in order, and thus make it easier for the loantaker to negotiate monetary aid.

To loan money is no small matter 8) And more importantly, how will any be able to claim it was a gift if a written agreement can be had so easily? ::)

In practice written or not loans will be repaid if either the lender can force repayment or the borrower wishes to do so.  Loans to kings were frequently not repaid - although certain favours were sometimes granted as compensation (albeit favours often weighted as to reflect the relative importance of the two parties).  In practice even a diplomatic action won't impact that much, if the borrower can't pay, or would have to sacrifce some key interest to do so, then they won't pay unless forced to do so - regardless of the original deal.

Right... I'm not answering a question. I'm stating simply why I don't see such an action coming into existence... Grants aren't loans.

 Loans will always be a matter between domains, so diplomacy is necessary to obtain them. Which obviously means that if you have good relations already, a dispatch may be enough.
