Regent Guide (silly question)

I would love a good bedtime book and figured out that the regent guide / rule book would be a good place to start augmenting my current readings of R. Austin Freeman, John Dickson Carr, etc.
Is there a current / as is version somewhere to be found? I have checked the Downloads section (http://www.twilightpeaks.net/forum/index.php?action=downloads;cat=4) and wondered whether the v3.5 v2.21 would be the most relevant item?

Yes, 2.21 is the latest official complete version.

It is not a version that adds anything to the game, so I'll sit on it until I get time to finish it. Which is slated for 2014, right after I get that damned novel off my chest!
