No, it is correct. I believe it means that you can take 10 on a realm contest action (i.e several contests in one action) but you cannot take 20 on a realm contest, only on a single (regent) contest action.

When employing influence in support thereof, how many regency points must the creating domain spend in order to receive a +1 DAC modifier?

In my opinion I think that a create holding in a province where the domain has no presence must always be in conjunction with a supportive action of an AA or a character action of the regent or of his lieutnant.

It is considered not to have any applicable holdings, thus 2RP/1GB.

In my opinion I think that a create holding in a province where the domain has no presence must always be in conjunction with a supportive action of an AA or a character action of the regent or of his lieutnant.

A Regent action is already required, and this includes as much effort from regent as a Character actions, so IMO this is already covered.

It is considered not to have any applicable holdings, thus 2RP/1GB.
