The equation under the tax column that indicates how much prosperity change can be ignored is based on total law rather than law that is willing to work with the province owner.

Everyone has heavy tax, with average prosperity - I assume that this will change and is just a placeholder.

Regency vassalage seems to come out of RP collection before the bloodline score cap is applied.

Caelcoruinn, AERENWE has no manor holdings.

Nuoltiιm Barden has 2 different bloodline scores listed (Major 31/Minor 18).

Regency vassalage seems to come out of RP collection before the bloodline score cap is applied.

In the MASTER sheet, RP Collection indicates RP already collected; RP Spend indicates RP potentially to be spent.

In the MASTER sheet, GB Collection indicates GB already collected; GB Spend and Domain Upkeep indicate GB potentially to be spent.

Net RP Collection however includes RP gained from vassalage but does not include RP spent due to vassalage. It may be a concept issue but I always understood that RP vassalage expenditure was automatic unless you took an action to end the vassalage.

"RP already collected":  relevant to previous-turn collection.

"RP potentially to be spent":  relevant to current-turn expenditure.

It doesn't seem to make sense to assume that you receive RP from vassals while assuming that RP you send to a liege is only potentially spent... Also. Last turns regency income is hardly relevant.
Either make a "regency potentially gained" as well as a RP potentially spent. Or include both in net collection and make notes when vassals rebel.

What Linde said, with regency being semi mystical it doesn't make sense that you get it and then choose to pay it on (you need a spell for that). But rather that the vassalage siphons it off as it is being collected.

Your view on collections does have some merit when people want to backstab each other. So instead of challenging your way of viewing collections I would rather suggest this:
Rename "Total Income" to "Modified Income"
Rename "Net Income" to "Total Income"
Rename "Net RP Collection" to "Total RP Collection"
Rename "Fixed Grants" to "Planned Outgoing Grants"

These changes are suggested to avoid confusion about what the cells reflect.

In the MASTER sheet, many figures indicate previous-turn resolution; however, figures for RP Spend, GB Spend, and Domain Upkeep indicate potential current-turn expenditures and are relevant to preparation of current-turn domain orders.
