It is clear from Regent Guide that a domain without regent doesn't collect regency. But I would like to know whether accumulated regency is lost together with the regent or stays with the domain.
Also, new regent has to pay a hefty amount of RP during investiture. Has he to pay "his own" RP or can RP of the domain, he is being invested to, be also used (if regentless domain can keep regency)?

The stored RP is lost along with the regent.
There are several ways a new regent can pay the RP; he could have been Designate as a Heir beforehand. Then there is no RP cost. Some other participant in the ceremony can use Transference to hand over the RP. Or the new regent could burn BS points to give himself some RP. Lastly the Land's Choice could happen . then there is no RP cost.
About the Heir thing; a disturbing number of PC domain do not take Heir designation very seriously. That can be fatal.
