Can a regent use their Bonus Regent Action to Administrate?
All regents have Adventure on the list of possible Bonus Regent Actions, and I don't seem to think that allowing Administration is fundamentally much different than allowing Adventure because they both have the potential to make minor domain-level effects.

Not a bad idea at all.
Obviously as a type of action there's a difference between adventure and ply trade, but I guess the bonus action rule could be changed to:
"The Bonus Regent Action can be either a bonus class action or a character action."

Bonus Character Action could potentially make the Wizard Bonus Actions obsolete though.

The RG clearly states that a Regent can administrate in any position, without granting it to himself first. He's also always a general/admiral.

Ah, but that's not the question.
The question is "allow the use of the bonus action to be Ply Trade: Administrate?" I'm inclined to changing the bonus action so all character actions can be used in this slot as well as the usual bonus actions.
Gray: Research is a regent action - unless you're a spell-caster who's not a regent. In which case it's a character action.

Ah, no, Ply Trade has never been a bonus action for anyone.
Only those listed + adventure.

A cleric has Agitate as bonus action. That means doing one agitate action for free (no GB).
Can the Bonus action agitate become a realm action by spending additional court actions? If it can I suppose the "original" bonus agitate stays free GB wise but gets a +1 penalty for each province involved

From the Regent Guide p. 68:
Bonus actions are free (no base GB cost). The lieutenant bonus action is also free (no base GB cost), provided that action is a bonus class action for one of your lieutenants.
Bonus actions cannot be used as realm actions.
