as the S&C is ending I suppose I must fulfill the DO with the result of my diplomacy actions.

If I had firmed a treaty should I write all the articles of it in the DO or shuold I simply refer to it in the DO?

All the articles need to be entered, you don't have to include the IC discussions as well, takes up too much space. But a short n' sweet summary is good.

 You're also welcome to enter other diplomatic matters that you haven't dealt with IC. But only matters dealing with NPCs. Anything that has to do with PC's, has to be IC'ed somehow.

Does each of the Free Action diplomacy actions cost 1GB? - Or just 1GB to go to the S&C Diplomacy action?

Just 1GB for the diplomacy action. 0GB if you can do diplomacy as a bonus action.

 You have to spend influence for each individual deal though.
