Because the testomony will in reality be the Archbishops written report to the Conclave of Temples hence the prensence of the IHH monks. Lachlan however is a stand up Sidhe making the nicest of lies only. Changeling? I think not. No really. Just ask the Sidhe. He knows  :-X

I asume he didn't use a scribe, or he would have been a better witness?

I had not intended to. Its simply a retelling of what took place back then. Too many details for most of the assembleds liking.
