Lets say I am going to rule a holding. Does having my regent attend to it personally make any difference? Seeing as he is spending on of his actions to do the Rule Holding, is it even possible to work on it himself without spending a second action?

Any regent action includes your regents personal attention to some extent, mostly giving orders and such. If you want to increase your chances you could do an adventure supporting the action, that would signify a great deal of personal attention to the action and could net you a bonus.

I think it's greater in cases where your regent's greater presence really matters - like diplomacy. As you saw at the recent S&C.

I don't understand this one. Spending one of his actions? Do you mean regent actions?

I think the question is about description of regent and court actions (ie. any action that has effect on the domain level of play).
Can or should he describe his regent's personal involvement in the action, even though he is not spending an adventure action to support the action. Could I fx. describe my regent personally leading the army to war, even though I am not using an adventure action to support my wage war action?

IF your regent wanted to lead an army to war, he would have to spend an adventure action to lead troops. Otherwise he's leaving it to his generals to do the leading.
Other than that you may describe it as you want, it has no impact on the rules.

Adventure can't substitute a regent action. It can add to them.
Leading a field army requires an adventure action (and it is only the regent that can lead an army without having the proper position, i.e. general or commander).

OK, I think I understood the question now - and the answer is No.
The 3 regent actions represent a combination of regent/domain effort. Anything that would add a bonus would require some sort of supportive action (adventure), either taken by AAs or the regent (using either a normal regent action or the bonus regent action or the lt bonus action).
As for the description of the action you can describe your regent as taking a personal hand in actions - or not - it depends on your play style I suppose. Its just fluff though, and doesn't given any extra bonus (beyond the possible +2 bonus for a good description).
* Normally a successful supportive adventure gives a +2 bonus to another domain action; very skilled/very lucky AAs can give a bigger bonus +4 or even +6 (very rare). It is also possible to just plain fail if you're low-level or lack appropriate skills, or fail and provide a penalty.

By very skilled do you mean very high level AA and/or having the right skill?
A level 5 giving standard +2 and a level 16 (as I anyone has that or...) +6?

A mid-level (say lvl 5) character that has the right type of skills (read class lvls) who rolls fairly well can generally hope to add a +2 bonus. But that does NOT mean that every AA you have is suitable for supporting every type of action (despite any creative action descriptions).
