Do the increases in upkeep start at a particular Experience level (say, Skilled)?

This isn't made particular clear in Regent Guide.

Raw, green and skilled have basic cost

Every level beyond those three (Veteran, Elite etc.) have increased upkeep.

Hmm.. I was trying to calculate the maintenance cost of my armies and  noticed that I have "swordsmen" units which are not listed in the Anuirean units table in the Regent guide

Swordsmen are used somewhat interchangeably with Regulars.

Oh, and one other thing. Will units start at minimum xp needed for current level? This also brings me to another matter. Who will fill the initial Domain Order (with units/upkeeps etc), DM or players?

Swordsmen are used somewhat interchangeably with Regulars.

They were called Swordsmen before, but it got changed to Regulars later on.

We're also looking at a simplification of the extra maintenance rules; looks like you'll have to pay +0,5 for Elite or better units, except for units with the Elite special, which will cost +1.0 extra only when they reach Legendary.

Yay!   Sigh - the Aegis only seems to employ people who are crack or better (preferably wearing 70 lbs of steel as well) and my budgeting has been uncomfortable work  :(

If you want, you can trade them in on a 1-for-1 basis with green levy...they will even bring food from home!

Better yet, send them to invade Robert. If they fail you won't have to upkeep them ever again, and if they succeed you have more provinces to finance your army with!

You'd have my former soldiers invade your former realm that owes your present guild money due to the debt you previously incurred...

And now back to the topic at hand :)

Improve Unit is a court/free action. Since fighters have wage war as a bonus action, does that mean that, theoretically (if they can afford the active status) they can train their whole army each turn and drill them into an elite fighting force?

Thus veteran regulars can be turned into elite regulars in 4 turns (for 2GB - active status cost), for example, elite knights into crack in 5 (and the cost would be 10GB) etc..?

marvellous, with friends like Robert who needs enemies.  I wonder what Haleyn's view about sending half trained soldiers into war is?  sigh, there go my priest regent actions on training tin cans...

I don't think many domain will get a very big benefit out of this; few if any domains have the resource to train the bulk of its army beyond skilled anyway. And if its just a few units to be trained at a time i can be covered with unused court actions.

Also few domains would not have either a regent or a lt with at least one fighter level...

They do. As do skilled and veteran regulars for example.
