I've been reading the armies and warfare chapter and I've noticed an array of nice artillery units described there.

Question: do artillerists build all these catapults, ballistae etc or are they mustered like other units (since they have muster/maintenance costs)?

Has anyone used these things in a tactical battle in RoE?

They are built as other units, move and fight as other units. They are no longer a common sight on the battlefield, but once they were.

In a siege artillerists have a number of Artillery Points; these conceptually represent a variety of siege engines (and artillery) constructed for the purpose of the siege.
