If a regent decrease BL strength from 35 to 34 how many RP is gained for immediate use? 34 RP? Or 35 RP?

Quotation from Regent Guide:  "For each BS point sacrificed you gain a number of RP equal to ½ your bloodline score (rounded down)."

Reading the rules was what went terribly wrong :-[

Getting just half the amount of RP back as it cost to increase certainly mean I dont do it unless I really really have to!

BS is not just reserve RP; you should only burn BS when you're REALLY desperate.
