As you have undoubtedly noticed; P&H 67 contained several province level increases. Don't be surprised if you see a few more over the next few turns.
I had not planned on it initially, but my work on the Regent Guide and outlying P&H areas caused me to become convinced that play area province levels where somewhat lower than they should be; if a coherent picture of Cerilia was to be presented.
So, the next time you feel like complaining that all the rules changes and updates are for the worse - count the vast amounts of extra resources this will give you over the course of the game. If you still feel like complaining...I've got several plague-related random events I want to use :-P
