What is a leidang?

Bjorn, I noticed that this word leidang is mentioned several times, but it isn't really described much more than being naval levies.

So I thought I would ask a few questions:

Is a leidang similar to the descriptions of Coasters/Keelboats? Basically a large catch-all for small row/sail-based vessels that are primarily manned by peasents, have poor seaworthiness and generally small cargos.

It is mentioned three times in the Regent Guide, but never in that type of reference.  Just search the guide for it (the page numbers are screwy anyways).

I wasn't clear enough.

All that is known about the leidang is that it is a naval levy.

But...

Can it transport cargo?
What is its seaworthiness?
Hits?
Attack values?
Do they shoot fire and leave create waves of gold?
