Can anyone explain to me why 2.20 is more complete than 2.21

Okay.
This is how I see the RG version issues, as detailed as possible
2.20 was written in 2010
2.21 was written in 2011 (NEWEST)
2.20 was taken down from the downloads section and re-added again after 2.21 for reference. (confusing some people to think it had been updated)
2.21 contain ALL the chapters and rules that 2.20 did. The only changes I have found are minor changes to some of the assets a domain can have. Other changes might be there as well as 2.21 is over 0.5mb larger than 2.20.
2.25 contain only the first 4 chapters and the first part of chapter 5. While the finished 2.25 might very well be an improvement, mixing 2.21 and 2.25 will be like mixing different editions of any other game system. It will function sometimes, be completely broken at other times and stop functioning all together at yet other times.
How I see it:
2.21 is the newest and most complete set of rules released.
