X-Roesone/ARR (Robert):
There are cases where one realm lists another as enemy and not the other way around. I assume this means just that. One of them hates the other and the other find this, perhaps irritating, but not worthy of concern.

In the case of Ghieste and Bellam, there is a situation that Ghieste has BC listed as enemy whereas PS Bellam states that they have a an agreement with HOT not to work against one another..

That IS the general idea, and its intentional; evil realms will tend to think of other realms in less favorable terms, for example. However, there are instances where there are clear inconsistencies. 

X-Ghieste & HOT/GH (Matt):
Not evil realms, merely misunderstood and morally or ethically disadvantaged.  ;)

or tactically vulnerable / inconvenient - axis of evil and all that...

my domain is good, yours is ok if you agree to ally with me, their rich, undefended realm is clearly evil for taxing our trade routes....
