can one build the prosperity of a province even if one is not the regent?

I'm guessing though, that if a regent allows others to focus on prosperity instead of himself, for too long, it will eventually cause the populace to focus more on those people? Can you get a regency loss in such a case?

A related question. The Chapel of the Saint, grants a +2 to Agitate, but you can only build it, if you are a temple domain.
Can a province ruler use the Chapel and get the bonus if he makes a treaty describing this with his local temple? - Or is it only the controlling temple that can claim the bonus?
What if the ruler is able to gain regency from temples?
What if the ruler owns a single temple holding? (well, probably a yes then, but for completeness its asked)

The OWNER of a Structure gets the benefits from it; no-one else.

Ok, can the Owner, who has no Temple holdings, but are able to gain regency from temples, use it?
And can another Build the Chapel and then grant the ownership to the temple?

Only temple domains can build and benefit from the Chapel.

Hmm, we have 2 living saints I think - The Arch Duke of Osoerde and Her sneakiness. If I build a chapel dedicated to St: Osoer in Achiese (the town is feeling as bit down at present) would he be a special case - assuming he isn't too embarrassed to go inside and be preached about?
In any case the answer is simple, the ruler publicly throws money and regency at the temples, loudly proclaiming himself their servant, so that their actions are seen as funded by him and any glory they gain reflects on him. He is their string right arm, servant who deals with temporal matters, etc.
Don't worry Iasonas, I promise not to abuse such goodies... ::)

Osoer is only a living saint to some... He's not an actual sanctified saint.

And seriously, there is no risk of me building a chapel to St Osoer :P Well, not unless he dies heroically and nobly in the service of Haelyn, it's kind-of how us temples say 'thanks' while still benefiting ourselves...
