If I have a Law 4 in Endier, and my liege, Diemed has a Law 3, is there a treaty we could conclude that would allow me to consider myself to have law 7 for the purposes of ignoring prosperity penalties, or is the only way to pool holdings to aid or oppose other actions (hardiness or whatnot)?

Such agreements are not only possible, but typical.  It's usually in all the law-holders' best interests to keep provinces as calm as possible.

The default assumption is that liege/vassals cooperate, while others do not.

Do "allies" cooperate or is diplomacy required?  For instance, my PS report lists some allies.  I can have standing orders to assist them without diplomacy required, couldn't I?  And presumably they do the same for me?  Although, there's no guarentee or promise breech without the diplomacy.

Better that you do it with a diplomacy action and specify EXACTLY where and when you will support each other. I've suffered the worst blow from an "ally" in RoE I who took advantage of my own holding's "support" to oust me. Go figure :) My advice.. mutual support on neutral ground, and a very carefully thought through support on your home territory.
