It doesn't really matter because I'm just digging a big hole beside it this turn and topping it in anyway.  I'll build an orphanage or an animal shelter on top, I'm sure nothing could possibly go wrong.

The Obelisk special rules is listed in the EOM PS (last section). According to the P&H the EOM doesn't control the Obelisk.
