If you're thinking one vassal occupies province of other (prickly violent) vassal and it has consequences...then yes :-P

It is true though. RoE is an excellent exercise in action vs reaction. Or to use a chinese proverb: 星星之火可以燎原!

...

.... it (apparently) means: A spark can start a fire that burns the entire prairie.  ::)
