A Question about Court Sessions?

Assuming that a regent wants to do 4 seperate diplomacy actions around 4 seperate issues, with numerous regents in different locales around unrelated topics. Is it possible to do this with a court session?

For instance:

Isengard's Baron von Traap needs to do the following:

1. Speak with the Ents about possible hostilities brewing in the east
2. Speak with the Merchantile League of Guilds (2 seperate domains) regarding trade matters
3. Negotiate the tenets of State Faith with the Militant Order of the Cheeky Monkey
4. Negotiate with his vassals (2)


Is this a court session with 5 court actions support it? (1 Court action per attendee after the first)

OR

Is this a court session with 3 court actions support it? (1 court action per topic)
Yes, wyrmling, the meat is made all the more tender by armor...

A court session takes place in a single province (in which the court of the host is located), no?

Also, here follows a quote from Re: Chapter 5: Domian Actions - Structures:  "DM Note: The new embassy benefits must be seen in conjunction with Diplomacy becoming a Realm action (1 regent, 1 court)."
