How do treaties and agreements get implemented?
Say X has agreed to give Y a set sum of GB each turn for a service rendered, how is it done?
Is it done in a separate grant or decree? Or is the Dip action of the agreements alone enough to make it so? And should it start the following turn or the turn after that?

In Turn #1, X agrees, via successful diplomacy, to transfer 2 GB per season to Y, indefinitely. In Turn #2 (and subsequent turns), X then employs a grant (free action), in order to comply with the terms of the diplomatic treaty. The first shipment of 2 GB is available to Y at the beginning of Turn #3.

in your example the effect of an agreementwill start 2 seasons latera than the agreement (more or less 6 months). Doesn't it to much long time?

So the grant one uses the rund after the dip is a free action?

Yep, as I understand it - as long as the grant is part of a treaty, the grant is a free action. This assumes it has been stipulated in a prior diplomacy action.

Apart from demanding a court action if you haven't got a previous diplomacy deal, yes.

This would be a change from the action description, I believe.
Offer Tribute
You transfer the agreed amount of GBs to a recipient.
Type: Free – You can perform any number of free actions per turn.
Cost: No base cost; but 0,1 or more GBs to be given as tribute.
Check: Automatic.
Failure: There is no special penalty for failing to take this action, except the wrath of the recipient.
Note: Tribute appears as income (either under ‘extra income’ or ‘vassalage’) in the next P&H, and is thus available only from the next turn.

That Offerring Tribute is a court action, instead of a free action

Offering tribute is a Free action.
Other types of grants are usually Court actions.
Where is the confusion?

I think the confusion lies in Alan thinking you can offer a tribute without a diplomatic agreement stating that said tribute must be transfered... Can you do that?

You can't offer any kind of tribute without a diplomatic treaty in place!
...the 'tribute' part should be a dead giveaway :)
