What is the level of the province?

- I'm guessing 4.

So there are already full Law in the province, owned by someone else.

In addition, 50% of the Temple holdings are held by someone else. - Again, me assuming.

So in that case, the Hardness would be +6.

Or, if they various parts are owned by multiple different people and they do not have any coorperation, when none of them own 50% and the modifier could be +0...

Or what says the DM's?
Formerly: His Grace, Patriarch Rashid ibn Daouta, Last Imperial Duke of the Eastern Marches, Duke of Elinie, Master of Sutren Hills, Holy Paladin of Avanalae, Light of Reason.

You can suppose that owners of the same type of holding will oppose you, unless you have an agreement with them saying otherwise.

Law holders should be, I think, neutral by default. When you have a treaty with them, they can support you. When you are their enemy, they will likely oppose you. If they prefer another regent with holding of same type, they can oppose you as well. For example if you are trying to create a temple in Medoere theocracy, you can count that other temples as well as local law will go against you.

However, best way is to ask DM.
