What email protocol is in place right now? The one described in the Regent's Guide?

If yes, should IC communication be labeled turn 60.5?

What an excellent question  ;D

 E-mail protocol is as described in the Regent's guide. It's fine to call it 60 or 60.5.

Your heading should read:  RoE; (turn), (action type), (involving), (fitting title)

 Example: RoE, turn 60, dispatch, WIT - IHH, cede spiritual supremacy to OA
