at page 91 of Regents' Guide under resctrictions is written
Restrictions: You may take 10 on all contest actions, but you may only take 20 on contest taken as a regent action.
is a mistake?

No, it is correct. I believe it means that you can take 10 on a realm contest action (i.e several contests in one action) but you cannot take 20 on a realm contest, only on a single (regent) contest action.

yes, but it's written not under the "contest" action but under the "create holding" action

Ah, right you are. Probably a copy/paste DM malfunction. Same rules for create holding as contest though, so the message is still the same.

Assume a domain, which is creating an holding in a province, in which it has no presence.
When employing influence in support thereof, how many regency points must the creating domain spend in order to receive a +1 DAC modifier?

In my opinion I think that a create holding in a province where the domain has no presence must always be in conjunction with a supportive action of an AA or a character action of the regent or of his lieutnant.
something just like
"My dear steward, pick up some men and some gold and go there...you're going to build (a temple/a trading post/a heriff's office....)...."

When employing influence in support thereof, how many regency points must the creating domain spend in order to receive a +1 DAC modifier?
It is considered not to have any applicable holdings, thus 2RP/1GB.

A Regent action is already required, and this includes as much effort from regent as a Character actions, so IMO this is already covered.

As far as I know, this is how it has been in the past as well (at least whenever I created a holding that is)
