Maximum number of Realm Spells

In Regent's Guide I've found

"The maximum number of realm spells that
may be prepared is for 1 each spell level
available to the caster (a 5th level wizard could
prepare one 1st, 2nd, and 3rd level realm spell)."

Does this mean I'm going to have ever only a spell for each level ready to cast?

i.e. A 5th level wizard couldn't have ready two 3rd level realm spell, right?

That is correct; so a 9th lvl wizard could prepare a total of 5 realm spells ahead of time.

On the other hand, outside of a war situation this doesn't matter much, as the wizard will just prepare whatever spell he needs and then cast it.

But preparing a spell costs a magic action, doesn't it?

Casting one is a free action, however.

yea, it was a fault of mine...I wrongly supposed a caster would use two action in order to cast a realm spell...

A common priest example:

Let's say a priest has a caster lvl of 7, that gives him access to 4th lvl spells

He'll use 3 actions to prepare useful spells of lvls 2-4; spells that can be used to protect, or ones that are otherwise handy to have.

For his 1st lvl spell he prepare - and cast (free action) - bless land every turn.
