I am not sure I have every thought to do this.  My initial thought is probably not, but anyone else have thoughts?

Regent guide v3.5 draft 2.21 p. 67:

Substituting regent actions: Since regent actions also represent some involvement from your court, you can use regent actions in stead of court actions.
Each regent action so employed gives you an additional two court actions, except bonus regent actions which give only one extra court action.

It seems that conceptually "Noble" classed PC's (or Aristocrat NPC's) would be an example of a class that might be significantly more efficient (compared to other classes) when it comes to Court actions.  Not sure how to translate that into game mechanics, just food for thought.
